P13.729 billion worth of irrigation projects for inauguration and groundbreaking

NIA Central Office – Under the leadership of Administrator Ricardo R. Visaya, the National Irrigation Administration (NIA) continues to fast-track the implementation of irrigation projects nationwide. For the month of May to August 2021, NIA is set to conduct the groundbreaking and inaugural ceremonies of 72 irrigation projects amounting to P13,729,651,559.56.

Out of these 72 irrigation projects, two (2) Small Reservoir Irrigation Projects (SRIPs) were inaugurated in the last week of May. These two projects alone have a total cost of P1.523 billion. On the other hand, 23 projects are set for inauguration/turnover in June with an aggregate cost of P1,224,974,493.64.

In addition, 22 projects are scheduled for inauguration in July with a total project cost of P3,595,203,180.00 and three (3) projects in August with an aggregate cost of P2,683,058,210.92. Meanwhile, 22 other irrigation projects can also be inaugurated/turned over for the month of June to August 2021 with a total project cost of P4,703,415,675.00.

Following is the list of all irrigation projects nationwide scheduled for groundbreaking and inauguration in the next three months.

Aside from these, NIA continues to fast-track the implementation of its big-ticket projects, namely, 1) Jalaur River Multipurpose Project Stage II (JRMP-II) located in Calinog, Iloilo, Region VI with a project cost of P13,408,067,318.95, 2) Chico River Pump Irrigation Project (CRPIP) in Pinukpuk, Kalinga, CAR with a project cost of P4,372,897,000.00, and 3) Tarlac Balog-Balog Multipurpose Project Phase II (TBBMP-II) located in San Jose, Tarlac, Region III with a project cost of P13,370,000,000.00. These three big-ticket projects have an aggregate cost of P31,150,964,318.95.

Moreover, NIA’s pipelined projects include Panay River Basin Integrated Development Project (PRBIDP) located in Tapaz, Capiz with a proposed project cost of P20.786 billion and Kabulnan 2 Multipurpose Irrigation and Power Project in the Municipality of Isulan, Sultan Kudarat with a project cost of P31.22 billion. These two projects have an aggregate cost of P52.006 billion.

Undoubtedly, NIA’s irrigation projects nationwide serve as vital testament of its undying commitment and resiliency in providing sustainable irrigation service to the Filipino farmers. Aside from the provision of timely and reliable irrigation water supply, these projects will also provide other incidental benefits, such as flood mitigation, environmental and watershed management, agro-tourism promotion, fish culture, and hydroelectric power generation, among others.  Indeed, a conduit of the agricultural growth and a game changer in the socio-economic development of the country.

The P878-million Upper Tabuating Small Reservoir Irrigation Project located in Gen. Tinio, Nueva Ecija covers 700.86 hectares of agricultural land in barangays of Nazareth, Rio Chico, Bago, and San Mariano in the municipalities of Gen. Tinio and Peñaranda, Nueva Ecija, benefitting 223 farmers and their families. Completed in December of 2020, the project was inaugurated on May 25, 2021

The 1.3-Megawatt Mindoro Grid Hydro Electric Plant located in Barangay Butao, San Manuel, Pangasinan will be inaugurated on June 10, 2021.

NIA Inaugurates 2 Irrigation Projects worth P1.523 Billion

NIA Central Office – Under the leadership of Administrator Ricardo R. Visaya, the National Irrigation Administration (NIA) inaugurated two Small Reservoir Irrigation Projects (SRIPs) with an aggregate cost of P1.523 billion. These projects are the P645-million Benliw Small Reservoir Irrigation Project (Benliw SRIP) located in the Municipality of Ubay, Bohol which was inaugurated on May 27, 2021 and the P878-million Upper Tabuating SRIP in the Municipality of General Tinio, Nueva Ecija which was inaugurated on May 25, 2021.

Benliw SRIP, whose water source comes from Pasanan Creek, includes the construction of a 21-meter-high zoned earthfill dam with a length of 517 meters, irrigation and drainage canals, and other appurtenant structures. Its reservoir has a catchment area of 5.60 square kilometers that can store 2.86 million cubic meters of water. The project is expected to provide timely and reliable irrigation water supply to 400 hectares of agricultural land in barangays of Benliw, Emelda, Cagting, and Sinandigan, benefitting 600 farmers and their families. Aside from irrigation, the project is also expected to provide other incidental benefits, such as flood control, watershed management, agro-tourism promotion, soil conservation, and aqua-culture.

Presided by NIA Senior Deputy Administrator Abraham B. Bagasin, Benliw SRIP is the fourth irrigation project to be inaugurated by NIA for the month of May 2021. The groundbreaking of the project was led by Administrator Visaya and former Cabinet Secretary Leoncio B. Evasco, Jr. on June 26, 2017. The project implementation became successful through the collective effort and strong partnership among NIA, Local Government Units (LGUs), and Irrigators Associations (IAs).

Bohol 2nd District Representative Erico Aristotle C. Aumentado, NIA Region VII Regional Manager Wilson M. Lopez, NIA Corporate Board Secretary Atty. Jiselle Rae A. Villamor, some officials from NIA Central Office and Regional Office, other government agencies, and local farmers attended the ceremony.

Meanwhile, Upper Tabuating SRIP, whose water source comes from Tabuating River, entails the construction of an earthfill dam with a height of 25.56 meters above the lowest streambed and a length of 760 meters. Its reservoir has a water storage capacity of 4.96 million cubic meters. Completed in December 2020, the dam is able to irrigate the entirety of its target service area of 700.87 hectares. It covers the barangays of Nazareth, Rio Chico, Bago, and San Mariano in the municipalities of General Tinio and Peñaranda in Nueva Ecija, benefitting 223 farmers and their families.

Presided by Administrator Ricardo R. Visaya, Upper Tabuating SRIP is the third irrigation project to be inaugurated by NIA for the month of May 2021. The implementation of the project was carried out by NIA Upper Pampanga River Integrated Irrigation Systems (NIA-UPRIIS) Division III under the leadership of Department Manager Rosalinda B. Bote.

Present during the inauguration were General Tinio Municipal Mayor Isidro T. Pajarillaga, Nueva Ecija Provincial Governor Aurelio M. Umali represented by Provincial Human Resource Management Office Chief Roseten E. Tugaff, Nueva Ecija 4th District Representative Maricel N. Nagaño, NIA Deputy Administrator for Administrative and Finance Sector Romeo G. Gan, NIA UPRIIS Department Manager Rosalinda B. Bote, UPRIIS Acting UPRIIS Division III Manager Elenita L. Toquero, other NIA officials, and local farmers.

Capping the event was the dispersal of 12,000 Tilapia fingerlings into the dam water to help strengthen the irrigation project's livelihood component for the farmer-beneficiaries.

For the month of May 2021, four dams were scheduled for inauguration with a total cost of P2,184,332,000. Earlier this month, two other irrigation projects were inaugurated by NIA. These are the P631-million Barbar SRIP located in the Municipality of San Juan, Ilocos Sur which was inaugurated on May 06, 2021 and the P30.332-million Sicalao Dam of Zinundungan River Irrigation System in Lasam, Cagayan which was inaugurated on May 10, 2021.

NIA Top Management Officials, headed by Administrator Visaya, assured that the Agency is doing its best in providing efficient, reliable, and sustainable irrigation service to the Filipino farmers as a support to the agricultural program of the government.

Benliw SRIP covers 400 hectares of agricultural land in barangays of Benliw, Emelda, Cagting, and Sinandigan in the Municipality of Uba, Bohol, benefitting 600 farmers and their families.

NIA Signs Contract Agreement with CT Citimotors for the Aquisition of P155.315-Mllion Light and Transport Equipment

NIA Central Office – The National Irrigation Administration (NIA), represented by Administrator Ricardo R. Visaya, and the CT Citimotors, Inc., represented by Assistant Vice President Rodrigo G. Almendral, signed the Contract Agreement for the acquisition of 95 units of light and transport equipment worth P155,315,500.00 million for use in the monitoring and evaluation of the status of on-going construction and Operations and Maintenance (O&M) activities on June 10, 2021 at NIA Administrator’s Conference Room, 2nd Floor, Building A.

 The purchase of light/transport and heavy equipment is part of the third tranche of the Agency’s three-year re-fleeting program from CY 2017 to CY 2019. For CY 2017, NIA purchased 34 units of light/transport vehicles and 17 units of heavy equipment. For CY 2018, NIA acquired 91 units of light/transport vehicles and 18 units of heavy equipment. Meanwhile, five units of heavy equipment and 91 units of light/transport vehicles were set for procurement in 2019.

As of December 31, 2020, NIA maintained in operating condition 3,201 units of heavy, light/transport, other support, and special equipment in support to the operations and maintenance of irrigation systems nationwide. On the other hand, 622 units of equipment are non-operable or needing repair while 1,382 units of equipment are recommended for disposal. Thus, the three-year re-fleeting program is expected to make NIA operations more efficient and reliable.

NIA Central Office – The National Irrigation Administration (NIA) acquired 95 units of light and transport equipment worth P155.315 million for use in the monitoring and evaluation of the status of on-going construction and Operations and Maintenance (O&M) activities. The acquisition of light/transport equipment is in line with the Four-Point Agenda of Administrator Ricardo R. Visaya, particularly in instituting measures to improve the delivery of services, such as but not limited to, modernization of equipment for operations and project implementation.                                                                     

in a simple turnover ceremony on June 21, 2021 at the NIA Grounds, the light and transport equipment was turned over by the winning bidder, CT Citimotors – Mitsubihi Motors Philippines Corporation, represented by Mr. Lorenzo Cucio (Mitsubishi Motors) and Citimotors Assistant Vice President Rodrigo Almedral to NIA Top Management Officials, witnessed by Central Office Department Managers and employees.

Preceding the handover ceremony of equipment was the handover of 319 units of shotgun and ammunition from Trust Trade, Inc., represented by Ms. Marinyl S. Belino, to NIA Administrator Visaya. The Administrator then turned over the shotguns to the Civil Security Affairs Office, headed by Engr. Eusebio S. Villamanto.
