NIA strengthens transparency through citizen feedback mechanisms

NIA Central Office – Under the leadership of Administrator Engr. Eddie G. Guillen, the National Irrigation Administration (NIA) assures the public that there are no “ghost projects” under its programs. Every irrigation project implemented by the Agency undergoes stringent planning, monitoring, and evaluation processes. This ensures that public funds are used efficiently and responsibly for the benefit of Filipino farmers.

To further uphold accountability, NIA continues to strengthen its transparency mechanisms by actively promoting accessible feedback channels. The public may report concerns, inquiries, or complaints through the 8888 Citizens’ Complaints Center (Hotline 8888) and Presidential Action Center (PACe). These platforms enable citizens to directly engage with the government and ensure that all issues are promptly addressed.

Complementing these national platforms, NIA Regional and Project Management Offices nationwide serve as frontline channels that directly cater to the feedback and concerns of farmers. Being present on the ground, NIA field personnel provide immediate assistance, facilitate coordination, and ensure that all issues raised at the community level are acted upon.

Anchoring its commitment to integrity and quality service, NIA advances its transparency campaign entitled “Right Project. Right Price. Right Quality.”
This initiative guarantees that all irrigation projects are implemented correctly, delivered at the appropriate cost, and constructed with high standards, ultimately serving the best interests of Filipino farmers.

NIA emphasizes that its projects are not only transparent but also participatory. Farmers are actively involved from start to finish. From pre-construction conferences to project implementation, and all the way through operation and maintenance (O&M), farmers are part of irrigation development and management. Their participation ensures that projects are grounded in actual community needs and are continuously monitored on the ground.

In line with its commitment to transparency, NIA calls on the public to practice responsible information sharing. Citizens are encouraged to verify and fact-check information through NIA official communication channels and credible government sources before sharing or reacting online. By working together to prevent the spread of misinformation and fake news, the public helps uphold truth, accountability, and trust in government programs.
