NIA AND QC LGU JOIN FORCES FOR FARMERS: FIRST RICE DISTRIBUTION HUB UNDER THE SAGIP SAKA ACT LAUNCHED
QUEZON CITY — The delivery and distribution of rice under the Sagip Saka Act, or Republic Act No. 11321, has officially begun, disintermediating middlemen and traders so that farmers’ produce can go directly to local government units (LGUs). The program ensures higher incomes for farmers while strengthening the country’s food supply.
The Quezon City Government, with the support of the National Irrigation Administration (NIA), became the first LGU to implement the Sagip Saka Act, following the arrival of the first batch of rice sacks last May 6, 2026.
Under this pilot implementation, an Ilocos Norte-based agricultural cooperative supported by NIA with the aim to strengthen community management and livelihood, also became the first to deliver rice for distribution to residents of District I and District IV of Quezon City.
From May to November 2026, the cooperative is expected to deliver a total of 228,732 sacks of rice, with each sack weighing 10 kilograms, equivalent to more than 2 million kilograms of rice. For the farmers of Piddig Basi Multipurpose Cooperative, this day is more than just about the delivery of their produce, but proof that their harvest has a secure destination and a fair price. With NIA’s assistance, cooperatives like theirs are becoming more organized, more capable, and better prepared to meet market demands.
In a statement by Quezon City Mayor Joy Belmonte to residents of QC, she said: “Ang bigas po na matatanggap ninyo ay locally grown rice – bigas po ng mga lokal na magsasaka. Sa kada subo ninyo, alam ninyo na nakatulong tayo sa mga local farmers dahil ani nila ang ating binili.”
“Sana po matuwa kayo na hanggang sa katapusan ng taon, meron kayong maasahan na libreng bigas galing po sa ating pamahalaan,” she added.
(The rice you will receive is locally grown rice – rice produced by our local farmers. With every spoonful, you know that we are helping local farmers because we chose to buy their harvest. You will be pleased to know that until the end of the year, you will receive free rice from your government.)
This implementation is anchored on the objective of the Sagip Saka Act, which directs government agencies to purchase directly from accredited Farmers and Fisherfolk Cooperatives and Enterprises (FFCEs). The system removes bureaucratic layers or middlemen so that farmers and fisherfolk gain faster, fairer, and more reliable access to markets – a step aligned with the directive of President Ferdinand R. Marcos Jr. to strengthen local sourcing and food security.
NIA expects the pilot project to serve as a model for wider implementation in other cities and provinces, providing proof that when harvests are supported by the right assistance and the right system, crop output reaches more Filipinos, from farms to cities, from farmers to citizens.

NIA AT QC LGU, SANIB‑PUWERSA PARA SA MAGSASAKA: UNANG BAGSAKAN NG BIGAS SA QC SA ILALIM NG SAGIP SAKA ACT, INILUNSAD
QUEZON CITY — Nagsimula na ang delivery at distribusyon ng bigas sa ilalim ng Sagip Saka Act o Republic Act No. 11321 na nagtanggal ng mga middleman o trader upang diretso na ang ani sa mga local government units (LGU) upang matiyak ang mas malaking kita para sa mga magsasaka at mapagtibay ang suplay ng pagkain.
Ang Pamahalaang Lungsod ng Quezon City – sa tulong ng National Irrigation Administration (NIA) – ang kauna-unahang LGU na nagpatupad ng Sagip Saka Act nang dumating ang unang batch ng mga sako simula nitong ika‑6 ng Mayo 2026.
Sa pilot implementation na ito, isang agricultural cooperative mula sa Ilocos Norte kung saan ang mga miyembro ay mga Irrigators’ Association na sinusuportahan ng NIA upang mas mapatatag ang pamamahala ng kanilang komunidad at kabuhayan, ang kauna-unahang nag-deliver ng bigas para ipamahagi sa mga residente ng District I at District IV ng lungsod.
Mula Mayo hanggang Nobyembre 2026, kabuuang 228,732 sako ng bigas ang ide-deliver ng kooperatiba, tig‑10 kilo bawat sako o katumbas ng higit 2 milyong kilo. Para sa mga magsasaka ng multipurpose cooperative, ang araw na ito ay higit pa sa pagdadala ng produkto kundi ito ay patunay na ang kanilang ani ay may tiyak na direksyon at tamang presyo. Sa tulong ng NIA, ang mga kooperatibang tulad nila ay nagiging mas organisado, mas may kapasidad, at mas handang makipagsabayan sa pangangailangan ng merkado.

Ang implementasyong ito ay nakaugat sa layunin ng Sagip Saka Act na nag-aatas sa mga ahensya ng gobyerno na direktang bumili mula sa accredited Farmers and Fisherfolk Cooperatives and Enterprises (FFCE). Sa halip na dumaan sa middlemen o komplikadong proseso, ang mga magsasaka at mangingisda ay nagkakaroon ng mas mabilis, mas patas, at mas tiyak na access sa merkado, isang hakbang na tumutugon sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na palakasin ang lokal na sourcing at food security.
Sa bagong yugtong ito, inaasahan ng NIA na magsilbi itong modelo para sa mas malawak pang pagpapatupad sa iba’t ibang lungsod at lalawigan. Ang pilot project na ito ng NIA ay nagpapakita na kapag ang ani ay may tamang suporta at tamang sistema, nagiging ani ito ng mas maraming Pilipino, mula bukirin hanggang lungsod, mula magsasaka hanggang mamamayan.
