NIA STRENGTHENS TRANSPARENCY AND ACCOUNTABILITY DRIVE

NIA Central Office – Staying true to its commitment to serve the Filipino farmers with the best irrigation projects that they deserve, the National Irrigation Administration (NIA) officially launched its nationwide transparency campaign, “Right Project. Right Price. Right Quality.”, on October 8, 2025, across all its social media platforms.

Held simultaneously by the NIA Central Office and Field Offices nationwide, the campaign underscores the Agency’s steadfast dedication to transparency, accountability, and integrity in all its operations. By ensuring that every irrigation project is implemented with the right standards, at the right cost, and with the right outcomes, the Agency continues to uphold its mission of providing efficient, reliable, and sustainable irrigation services for the country’s agricultural communities.

NIA Administrator Engr. Eddie G. Guillen emphasized that the campaign serves as a unified communication effort that reinforces NIA’s consistent public messaging and strengthens confidence in the Agency’s ongoing and future projects.

“This campaign reaffirms NIA’s unwavering commitment to good governance and public service excellence, positioning the Agency as a transparent and trustworthy government institution,” Administrator Guillen said.

Under its current leadership, NIA has instituted reforms and digital systems to ensure that every project is real, traceable, and beneficial to farmers. This serves as a guarantee that every peso of the people’s money is well-accounted for and utilized for the nation’s progress.

After all, NIA is not just building irrigation systems—it is building trust, empowering farmers, and securing the future of the Philippine irrigated agriculture.

PBBM INAUGURATES UNION DAM IN CLAVERIA, CAGAYAN

NIA Region II – The National Irrigation Administration (NIA), in partnership with the Department of the Public Works and Highways-Unified Project Management Office (DPWH-UPMO), formally inaugurated the Union Water Impounding Dam in Claveria, Cagayan on October 14, 2025.

Led by His Excellency President Ferdinand R. Marcos, Jr., along with NIA Administrator Engr. Eddie G. Guillen, DPWH Secretary Vivencio “Vince” B. Dizon, and local government officials, this milestone project is a testament to the government’s commitment to water management, irrigation development, and sustainable infrastructure for rural communities.

Strategically located along the Cadcadir River in the barangays of Union and Cadcadir, the Union Dam is designed to mitigate flooding and reduce riverbed erosion. The dam forms a small reservoir that impounds rainwater, slowing flow velocity and minimizing downstream damage. The facility also includes access roads and a quarrying platform for sediment harvesting, which can be used to fill low-lying areas in Claveria.

The project directly benefits farmers from seven barangays, namely Union, Mabnang, San Vicente, Lablabig, Cadcadir East, Kilkiling, and Cadcadir West. It supports seven Irrigators’ Associations (IAs) in the municipality.

Beyond its main functions, the Union Dam offers multiple convergence benefits. During non-irrigation periods, excess surface water may be utilized to augment domestic bulk water supply for neighboring municipalities. The construction phase generated employment and stimulated local entrepreneurship, while the completed facility opens opportunities for tourism development through scenic viewpoints and waterfront areas. Additionally, the dam contributes to food security by enhancing local rice production and supporting sustainable agriculture.

The inauguration program included the unveiling of the project marker, opening of the intake gates, a guided tour and technical briefing, and a meaningful “Ugnayan” session with the IAs. This dialogue provided space for farmers to voice their concerns, share insights, and encourage mutual support with government agencies.

At present, the Union Water Impounding Dam stands as a symbol of inclusive development, climate resilience, and agricultural empowerment.

GCG launches the Leadership Award for outstanding GOCC Board Members; seeks public feedback on nominees

In a move to further elevate corporate governance, the Governance Commission for GOCCs (GCG) has introduced a new category under its annual GCG Awards ceremony ­­­­­­─ the Leadership Award.

The award is designed to give tribute to outstanding Appointive Members of GOCC Governing Boards who have demonstrated exceptional leadership qualities, strategic vision, and governance excellence in their role; as well as, whose exemplary performance, significant contributions and remarkable accomplishments in public corporate sector have resulted in improvement and enhanced development in the GOCC, its stakeholders and communities.

As part of its stringent validation process, GCG enjoins stakeholders and the public to participate in the evaluation process. For insights on the nominees' performance and impact, interested parties may submit feedback via gcgawards@gcg.gov.ph until 17 October 2025.

NIA RELEASES VERIFIED INFO ON RECENT ONLINE POSTS ABOUT MAGUING COMMUNAL IRRIGATION PROJECT

NIA Central Office – The National Irrigation Administration (NIA) supports the information integrity coalition #FactsFirstPH in upholding truth and accountability in public information. The Agency stands firmly against the spread of misinformation and unverified claims that mislead the public and undermine the credibility of reputable institutions.

Following the recent events concerning the Agency, NIA has released verified information regarding social media posts about the Maguing Communal Irrigation Project (CIP) in Barangay Bato-Bato, Maguing, Lanao del Sur. Based on the validation conducted by the NIA Composite Team from Central Office and Regions IX, XI, XII, and XIII, the photos posted by the Artikulo Pilipino Facebook page were verified to have been taken from the actual Maguing CIP site. However, these photos are outdated and do not represent the current condition of the area.

As directed by NIA Administrator Engr. Eddie G. Guillen, the NIA Public Relations (PR) Team, Operations Department, Regional Offices in Mindanao led by Project Coordinator Engr. Salome N. Layasan, and local Irrigators Associations (IAs) conducted a joint site inspection on October 13-14, 2025. The team documented the completed construction works, including operational canal structures and lateral sections. Inspection results showed that the irrigation facilities are consistent with the approved project designs and specifications.

“NIA upholds transparency and due diligence in all its undertakings. We encourage the public to verify information through official sources and to rely on validated data before drawing conclusions,” said NIA Administrator Guillen.

NIA welcomes independent verification and public review of its projects while advising caution against misinformation circulated online. The Agency also continues to coordinate with Local Government Units (LGUs) and farmer-beneficiaries to ensure that irrigation systems remain functional and properly maintained. These initiatives form part of NIA’s continuing effort to promote transparency, accountability, and the integrity of irrigation development projects nationwide.
