Duties & Responsibilities:
- Supervise the preparation of framework and operational guidelines for the development of organized irrigators organizations in the operation and maintenance of irrigation systems or parts thereof and in sustaining organizational functionality and viability;
- Supervise the review of capability development programs prepared by field units and the preparations of feedbacks thereto;
- Supervise the preparation/updating of operation manuals in the implementation of capability development programs for the guidance of field units;
- Supervise the monitoring and evaluation of program implementation by field offices and provide necessary directions;
- In coordination with other units, prepare framework for the turnover of systems or parts thereof to irrigators organizations and develop procedures in evaluating contract performance of these associations;
- In coordination with other units, develop training programs for field personnel in undertaking capability development program for organized irrigators organizations;
- Conduct field supervision visits to review and evaluate program implementation and provide necessary technical guidance to implementers;
- Perform other related functions.
