Undertake studies and research on sensitive and complicated matters assigned by top management and prepare reports and memoranda relating to research and studies;
Undertake research work on laws, presidential decrees, letters of instructions, executive orders and CSC rules and regulations and other administrative orders affecting NIA personnel;
Undertake research work on laws, rules and regulations affecting the operation of the Agency;
Analyze contracts and agreements and its supporting papers for management approval, information and implementation;
Undertake fieldwork to evaluate administrative matters and offenses as requested by the NIA regional field offices;
Prepare draft of opinion, memoranda and advice on matters and queries referred for action;
Monitor and prepare demand letters sent to delinquent Irrigation Service Fee (ISF) debtors for collection; and
