Direct and supervise the preparation of conceptual models and operational procedures for the formation and development of irrigators’ organization;
Direct and supervise the development of the capability of the regional and project staff on the formation, development, sustenance of functionality of irrigators’ organization;
Direct and supervise the development and preparation of standards for the evaluation of the viability and functionality of irrigators’ organization;
Supervise the preparation of operational guidelines and procedures for the implementation, monitoring and control, and evaluation of assistance program for irrigators’ organization;
Supervise the formulation and development of system, procedures and strategies in establishing linkages between and among irrigation beneficiaries/associations and NIA office units including inter-agency coordination to enhance the delivery of assistance programs;
Formulate/update frameworks and guidelines for the implementation of agri-institutional development program in compliance with the agency commitments in foreign-assisted irrigation projects; and
