Department Manager A

  1. Plan/control/supervise/coordinate all activities of the Accounting Division, Budget and Revenue Division and Cash Division;
  2. Advise top management on budgetary and accounting matters;
  3. Render technical assistance on financial matters in the preparation of project proposals for funding of project either by local or foreign institutions;
  4. Recommend measures on the effective management of NIA funds and strategies on investment and revenue collections; 
  5. Supervise review and simplification of existing procedures on billing, collection and cash disbursements and development of schemes to generate new sources of income;
  6. Assist in negotiating with outside agencies and entities for funding the irrigation development programs of NIA;
  7. Study and institute improvement in the accounting systems and in budgetary control measures consistent with the needs of top management and administrative, accounting and auditing laws, rules and regulations;
  8. Review and supervise the preparation of the Annual Budget for the Agency; assess and consolidate capital and operational budget in conformity with expected income and revenues;
  9. Review the Financial Statements of the Agency;
  10. Sign checks for payment of money claims against NIA and daily reports on collections and disbursements;
  11. Represent the Agency in conferences with central fiscal planning authorities of the government;
  12. Perform other related functions.
