Direct and supervise all activities of three (3) line divisions and special projects of Engineering and Operations Sector;
Represent NIA on matters pertaining to appraisal of loan proposal and loan negotiations with international financing institutions like the IBRD, ADB, AID, JICA, IFAD, OECF and other bilateral sources.
Recommend the priorities for the implementation of potential irrigation projects;
Maintain close working coordination with other planning organizations like the NEDA, National Council for Integrated Area Development, Regional and Basin Authorities and inter-agency planning groups;
Identify and submit to appropriate offices aggregate programs and funding requirements of projects for investigation, feasibility studies and implementations;
Maintain close contact and coordination with the National Environmental Protection Council (NEPC) and other related agencies with regard to environmental policies and requirements.
Attend to all activities pertaining to the pre-qualification of bidders and analysis of bids for recommendation/submittal to domestic and international bidding committees; and
