NIA-assisted rice deliveries to Quezon City underway

NIA Central Office — Rice farmers under the National Irrigation Administration (NIA) Irrigators’ Associations (IA) system have begun preparations for rice deliveries to Quezon City, NIA Administrator Engr. Eddie G. Guillen announced during the Senate hearing on Wednesday, April 8, 2026.Speaking before the Senate Committee on Agriculture, Food, and Agrarian Reform, chaired by Sen. Francis “Kiko” N. Pangilinan, Engr. Guillen said the initiative is part of NIA’s efforts to directly link farmers to local markets. This will help ensure fair farmgate prices while providing more affordable rice for consumers.Sen. Pangilinan also cited NIA’s partnership with the Quezon City Government to supply approximately ₱500 million worth of milled rice to two districts. Farmers are currently consolidating their harvests to meet the required volume and fulfill the target demand.The initiative is being implemented as a pilot LGU–NIA partnership model, initially covering selected areas in Luzon, particularly Regions I, II, and III. The procurement scheme is undertaken through negotiated bidding under the Sagip Saka Act, enabling LGUs to directly source agricultural products from organized farmer groups.Under this scheme, NIA adopts a “big brother–small brother” approach, wherein organized Irrigation Service Cooperatives/Agricultural Cooperatives (ISCs/ACs) take the lead in entering into supply agreements with LGUs. PBBM Inspects Solar-Powered Irrigation Projects (SPIPs) in Camarines Sur

CAMARINES SUR — In line with the administration's push for sustainable agriculture, President Ferdinand R. Marcos, Jr. visited and inspected two Solar-Powered Irrigation Projects (SPIPs) in Camarines Sur, with a combined project cost of over P332 million and set to benefit 1,854 farmers in the province.The initiative supports the vision of Pres. Marcos, Jr. to strengthen food security and modernize the agriculture sector through innovative and climate-resilient technologies.The projects include the Solar Pump Irrigation Project of the San Agustin-San Ramon Agrarian Reform Farmers' Cooperative (SARFC) in Bula, with a project cost of P126.73 million, and the New MASSBA Solar Pump Irrigation Project (Phase I) in Minalabac, amounting to P205.46 million.Funded under the Establishment of Groundwater Pump Irrigation Project (EGPIP) Solar CY 2024, the combined projects cover more than 1,800 hectares of farmland.For years, SARFC incurred monthly electricity expenses ranging from P300,000 to P450,000 to operate irrigation pumps. NIA Conducts Learning Field Visit with Sen. Gatchalian in Tarlac

NIA BBMP-II — On February 26, 2026, the National Irrigation Administration (NIA) conducted a Learning Field Visit and Consultation with Hon. Sherwin T. Gatchalian, Senator of the Philippines and Chairperson of the Senate Committee on Finance, to highlight the progress, challenges, and development plans of major irrigation projects in the Province of Tarlac. NIA Administrator Engr. Eddie G. Guillen, BBMP-II Acting Project Manager Engr. Randy C. Alipis, Irrigators’ Associations (IAs) from BBMP Phase I and II, Indigenous Peoples (IPs), the Abelling Tribe of San Jose, Tarlac, local government officials, and other stakeholders joined the on-site assessment and dialogue. It aims to strengthen collaboration in the implementation of irrigation projects that support agricultural productivity and food security. The day began with the safety briefing at the dam site prior to proceeding with the site inspection in Barangay Maamot, followed by the site visit at the Tarlac Diversion Dam in Barangay Tibagan. PBBM Joins NIA-NCIA General Assembly, Inspects the Command Center

NIA Central Office – President Ferdinand R. Marcos, Jr. and Administrator Engr. Eddie G. Guillen joined farmer-leaders nationwide during the 2026 National Irrigation Administration–National Confederation of Irrigators’ Associations (NIA–NCIA) General Assembly and Inspection to the NIA Command Center on February 24, 2026 in Diliman, Quezon City. The General Assembly served as a platform for dialogue, collaboration, and alignment of programs between the government and Irrigators’ Associations (IAs) across the country. With the President as Keynote Speaker, the activity emphasized the administration’s strong commitment to food security, irrigation modernization, and farmer empowerment. One of the highlights of the event was the Manifesto of Support to the President, led by NCIA President Hon. Remy N. Albano. The confederation plays a vital role in representing and advancing the interests of IAs nationwide and remains a key partner of NIA in strengthening participatory irrigation management and promoting sustainable agricultural development. At present, NCIA is composed of 17 Regional Confederations of IAs (RCIAs), including two Division Confederations, namely, the Magat River Integrated Irrigation System (MARIIS) and the Upper Pampanga River Integrated Irrigation System (UPRIIS), which all comprise 97 Provincial Confederations of IAs (PCIAs).
