ENGR. EDUARDO EDDIE G. GUILLEN

The Guiding Administrator of the National Irrigation Administration

With vast knowledge and experience in public service, engineering and construction management, agriculture, and other related fields, Engr. Eddie G. Guillen was appointed as the 27th Administrator of the National Irrigation Administration (NIA) by President Ferdinand R. Marcos, Jr. on December 9, 2022.

Engr. Guillen is a true-blooded Ilocano who deeply values education. He earned his Bachelor of Science in Civil Engineering from the Mapúa Institute of Technology in 1987. He later pursued the Strategic Business Economics Program (SBEP) at the University of Asia and the Pacific in 2015. In 2017, he became a scholar of the Taipei Economic and Cultural Office – International Cooperation and Development Fund (TECO-ICDF), where he studied value-adding on agricultural products.

As a registered civil engineer, he served as a Local Government Unit (LGU) Consultant on Administration and Economic Enterprise Development and as a Project Engineer at E. E.Salazar Construction.

Long before becoming NIA Administrator, Engr. Guillen was already a dedicated public servant. He served as the Municipal Mayor of Piddig for three consecutive terms, first elected in 2010. His leadership was driven by his vision for agricultural development, inspired by his parents’ hard work as local farmers.

Because of his exemplary service and convergence initiatives, the University of the Philippines (UP) Center for Integrative and Development Studies (2020) recognized Piddig as a model of the “new normal” in agriculture and resilient agri-institutions.

As an incorruptible leader, public servant, agriculture expert, inspirational speaker, social welfare advocate, and farmer, Engr. Guillen has received numerous awards for public service, good local governance, and agricultural excellence. Notably, he was recognized as one of the 10 Outstanding Ilocanos in 2014, and in 2025, he was honored as The Outstanding Mapúan (TOM) for the Specialized Field of Endeavor – Government Service.

With his proven expertise, Engr. Guillen continues to lead NIA to greater heights by pioneering the NIA Farming Support Services Program, fast-tracking irrigation project implementation, promoting renewable energy development, strengthening water management initiatives, and advocating #bayaNIAn efforts among irrigation and agricultural stakeholders.
