SCOPE
  • Supports food sufficiency program via irrigation development

FEATURES
  • At least 130% irrigated cropping intensity
  • Presence of viable IA
  • Willingness and capability of LGUs and IAs to undertake system repair and O&M
  • At least 12% estimated internal rate of return
  • Rehabilitation cost less than P45,000/hectare
  
FINANCING SCHEME
  • Cost sharing arrangement covers only actual rehabilitation/construction cost

  • IAs contribute labor or materials
  • IA and LGU shares may be in cash or in kind
  • IAs to establish revolving fund for:
    • minor repair of calamity damages
    • expansion of irrigation facilities
    • source of investment for value-adding downstream activities of the IA
RESPONSIBILITIES OF NIA
  • Determine technical feasibility and economic viability of proposed projects
  • Assess the technical capability of LGUs and IAs on project implementation
  • Coordinate with LGUs and IAs in undertaking various project activities
  • Provide LGUs technical assistance in project planning, programming and implementation
  • Facilitate preparation and approval of MOA
  • Undertake project implementation on LGUs' request
RESPONSIBILITIES OF LGUs
  • Confirm projects for implementation
  • Commit counterpart fund
  • Request funding to DA/NIA
  • Undertake project implementation if capable
  • Coordinate with NIA & IA in undertaking various project activities
  • Turn over completed projects to IAs
  • Provide support to IA for sustained O&M of the systems and delivery of agricultural services
  • Enter into MOA with DA/NIA and IA
RESPONSIBILITIES OF IAs
  • Identify and endorse projects to LGU/s and DA/NIA
  • Coordinate with NIA and LGUs in various project activities
  • Provide labor counterpart
  • Accept, operate and maintain the completed projects
  • Establish and maintain O&M trust fund
  • Enter into MOA with DA/NIA and IA
