NAGA CITY, Oct. 4 (PNA) ---- Some P370 million of Calamity Assistance Rehabilitation Efforts (CARE) funds have been allocated to the National Irrigation Administration (NIA) for the rehabilitation of typhoon-damaged irrigation systems in the six provinces of the Bicol region.
NIA Bicol Director William Ragodon said the rehabilitation works of some 144 communal and national irrigation system damaged by typhoons “Milenyo” and “Reming” last year will be undertaken separately by NIA and the provincial governments in the region.
Ragodon said that out of the P370 million, a total of P172 million will be transferred to the provincial governments, which will implement the projects, while P192 million worth of repair works will be undertaken by NIA.
The NIA executive said the transfer of funds to the provincial governments will be govern by individual memorandum of agreement to be signed by NIA Administrator Marcelino Tugaoen, Jr., and the provincial governors concerned.
NIA records show the breakdown of the CARE funds: Albay, P110 million; Camarines Norte, P20 million; Camarines Sur, P135 million; Catanduanes, P20 million; Masbate, P60 million and Sorsogon, P25 million.
Some 144 irrigation systems regionwide covering 8,014 hectares will be repaired under the CARE program.
NIA is now in the procurement process for the bidding of the projects it will implement, while the provincial governments and NIA top management are finalizing the formal signing of the memoranda of agreement.

| Title | : | PGMA ORDERS FEASIBILITY STUDY ON NEW CAMARINES SUR DAM | | Content | : | President Gloria Macapagal-Arroyo ordered Friday the National Irrigation Administration (NIA) to conduct a feasibility study on the construction of a new dam to replace the existing pumps that irrigate some 2,195 hectares of ricelands here and in the town of Cabusao.
President Arroyo issued the order to NIA Administrator Marcelino Tugaoen Jr. during her visit in Barangay Bagumbayan here, after attending the mass and oath taking ceremonies of her son, Congressman-elect Dato Arroyo (1st district, Camarines Sur) at the Libmanan Cathedral.
During the President´s on-site visit, she was briefed by Engr. Alexander A. Reuyan, regional manager of NIA-Bicol, on the status of the implementation of the Php 22 million rehabilitation project for the Libmanan-Cabusao Pump Irrigation System (LCPIS).
The LCPIS, the first integrated area development project in the Bicol region of the Philippine government and the United States Agency for International Development (USAID), was constructed by NIA at the cost of Php 85.6 million.
It irrigates some 2,195 hectares of rice farms in the towns of Libmanan and Cabusao in the first district of Camarines Sur, through four units of pumps driven by an equal number of 250-horse power electric-driven motors.
NIA replaced the electric motors with diesel engines in year 2000 because of the high cost of electricity.
The LCPIS, which serves some 2,500 farmers, stopped operating in the second half of 2004 up to the first half of 2006 due to lack of funds as a result of low payment of irrigation service fee by the farmers.
NIA is spending some Php 3 million per cropping season or Php 6 million per year to irrigate the areas covered by LCPIS.
President Arroyo directed the NIA to conduct a study on the feasibility of constructing a dam along the Awayan River in the neighboring town of Sipocot to save on fuel cost in the LCPIS´ pump operations.
The President issued her instruction to NIA in response to the clamor of some 2,500 farmers in the area for a more economical scheme of irrigation for their ricelands.
She gave NIA one year to conduct and finish the feasibility study.
Also today, President Arroyo, together with Rep. Dato Arroyo, Camarines Sur Governor Luis Raymund Villafuerte and Presidential Assistant for Bicol Tomasito Monson, led the distribution of 150 sacks of certified palay seeds, open pollinated variety of corn and organic fertilizers to NIA farmer-beneficiares.
Some 900 pieces of grafted mango, pomelo and budded lemon and 1,000 packets of assorted vegetable seeds were also handed over by President Arroyo to farmers in the area who were overjoyed by her presence.

Dr. Marcelino V. Tugaoen, Jr. took his oath of office as NIA Administrator before Agriculture Secretary Arthur C. Yap on June 1, 2007. He was Deputy Administrator since February 2002. He was designated Officer-in-Charge when Gen. Arturo C. Lomibao resigned as Administrator in February 2007.
Serafin A. Palteng is the new OIC-Deputy Administrator pursuant to the Department of Agriculture´s Special Order No. 250, series of 2007; dated June 1, 2007. He was the Project Manager of the Casecnan Multipurpose Irrigation and Power Project prior to this designation.

Pres. Gloria Macapagal Arroyo led the ceremonial opening of the CP-type lifting mechanism for the Headgate of Lateral A during the recent inauguration of the 23.5km (with 600m. concrete lined) first lateral canal completed under Phase I of the P6.7B irrigation component of the Casecnan Multi Purpose Irrigation and Power Project (CMIPP). This structure is now ready to irrigate seven barangays in Science City of Munoz, Nueva Ecija (Magtanggol, Bagong Sikat, Balante, Poblacion North, Bical, Cabisuculan, and Catalanacan) covering 1,406.07 ha to benefit 1,194 farmers.
Complementing the lateral canal are - 17.778 km service road, 49 canal and drainage structure, and 18 units of pumps.
