Duties & Responsibilities:
  1. Formulate era-wise research and training masterplans with roadmaps and timelines included on irrigation and drainage commodity for the Center consistent with the primary thrusts and goals of the Agency in that particular era;
  2. Initiate primary and collaborative membership with agriculture- and environment-base local research consortia and international research networks as opportunity for sharing and expanding databases and resources;
  3. Draw technical and financial support of concerned private companies besides government institutions and donor international agencies in the implementation of research and training programs in irrigation and drainage;
  4. Establish design and rehabilitation principles with modernization considerations for assemblage into models for reference in endeavours to realize vision for robust functionality and optimal performance of irrigation and drainage systems;
  5. Setup operations and management standards with assessment parameters and thresholds shown for development into manuals on the protection and maintenance of operational sustainability, efficiency and safety of irrigation and drainage system;
  6. Perform other related functions.

Duties & Responsibilities:
  1. Plan and direct the formulation and implementation of the agency’s information and communication technology plan;
  2. Organize and control resources to provide efficient and effective information and communication technology services;
  3. Direct the development of the agency information/database and other information as required;
  4. Manage databases for information/monitoring and reporting, management decision-making, research and other purposes;
  5. Review, update and recommend computerization proposals;
  6. Plan and direct the implementation of the agency’s databases and website;
  7. Formulate policies on computerized systems designs and standards to effectively meet the objectives of computerization;
  8. Ensure that the agency’s connection to Philippine Long Distance Telecommunication (PLDT) and Integrated Government Network (I-Gov) are uninterrupted and secured;
  9. Formulate policies on information and communication technology resources acquisition, operation and maintenance of operational computerized systems and users training;
  10. Formulate and direct implementation of plans and standards to improve network and facilities management and maintenance;
  11. Coordinate with users of information and communication technology and data management services in the organization in order to provide support for the improvement of organizational activities and better utilization of information and communication technology resources;
  12. Recommend training programs for users and operating personnel on network use, database access, intranet and use of developed computerized systems/acquired application packages;
  13. Supervise the administrative functions of the group, including planning, budgeting, purchasing, training, etc;
  14. Heads the agency in the INTRANET policy making, standards identification and information systems strategy formulation and implementation;
  15. Coordinate with the Department of Information and Communication Technology (DICT) on various requirements under the computerization program of the government.

  3. Conduct technical inspection of steel fabrication works, construction materials and other mechanical engineering works implemented by NIA including site installation;
  4. Coordinate and assist the monitoring units in the preparation of Project Completion Report;
  5. Assist in the preparation of project profiles and statistical data on irrigation projects;
  6. Assist in the determination of equipment to be retained at project office for operation and maintenance purposes;
  7. Attend to the needs of information-demand agencies relative to the reporting system of NIA;
  8. Perform other related functions.
